Backgrounder Documentation BG06.XXX June 2006 MEDIUM-TO HEAVY-LIFT HELICOPTERS Introduction and Background In the early 1990s the Canadian Forces medium-to heavy-lift helicopter fleet, comprising seven CH-147 Chinook helicopters, was sold in order to contribute to the governments deficit reduction efforts. As a result, today Canada does not have a military helicopter to fulfil this role. The Canadian Forces commitment to the defence of Canada and contribution to global peace and security is resulting in increasingly high operational tempos and demanding missions, which, in turn, has made this type of helicopter capability a very real need for the men and women of Canadas military, perhaps now more than ever. Capability Requirement To date Canada has relied on allied or coalition forces to provide this type of helicopter transport while deployed. This limits the Canadian Forces ability to conduct independent operations, and also means when unavailable, troops must opt for more dangerous ground transportation, placing them at greater risk of ambushes, land mines and improvised explosive devices. A medium-to heavy-lift helicopter capability wouldill allow the CF to reach remote and isolated locations in a wider range of geographic challenges and threat environments inaccessible byto that would otherwise preclude alternateground-based transport or fixed-wing aircraft. With the Canadian Forces increasing focus on joint operations and expeditionary forces, this capability would serve as a paramount asset in responding to disaster situations and terrorist attacks, both at home and around the world. Procurement Approach An Advance Contract Award Notice (ACAN) will be the competitive procurement approach used to acquire a minimum of 16 medium-to heavy-lift helicopters at an estimated cost of $6.94.7 billion, including a 20-year in-service support contract. This process permits DND to identify an intended contract award recipient, based on the specific requirements of and detailed market research conducted by the Department. Industry is then given the opportunity to respond, should they feel they have an aircraft that also meets this criteria. This method of procurement fosters industry competition, maximizes use of detailed market research conducted by the Department and increases the efficiency of the procurement timeline. Aircraft Requirements The contractor selected for the medium-to heavy-lift helicopter project will be awarded a contract to supply and deliver a minimum of 16 medium-to heavy-lift helicopters that meet the mandatory requirements of the Canadian Forces. All of the following mandatory requirements must be met for aircraft consideration: Internal lift the aircraft must have cabin space able to accommodate an infantry platoon (30 soldiers) with full combat equipment, including weapons, body armour, rucksacks, rations and communications (4,763 kilograms). External lift - the aircraft must be able to lift multiple loads, including a lightweight field howitzer and associated equipment (a minimum of 5,443 kilograms). Range the aircraft must have a flying endurance to ensure a relevant radius of operation (a minimum of 100 kilometres) with either the internal or external load described as above and at the temperatures and altitudes defined below to effectively cover CF tactical areas of responsibility. Temperature and Altitude - the aircraft must have the power and endurance to accomplish the lift and range parameters defined above, at altitudes and temperatures found in the most likely Canadian Forces theatres of operations (1,220 metres above sea level and 35 degrees Celsius). Aircraft certification the aircraft must be certified to aviation certification standards recognized by Canada by the contract award date. Fleet size a minimum fleet of 16 aircraft, sufficient to sustain a minimum of three deployed helicopters in addition to maintenance, test and evaluation, and training at two main operating bases. Delivery the first aircraft must be delivered no later than 36 months after contract award and final aircraft delivery no later than 60 months after contract award. HMCS Protecteur, and HMCS Preserver haver have contributed to humanitarian aid missions in Florida and the Bahamas, peace-making off Somalia and East Timor, and have been poised for the evacuation of non-combatants from Haiti, to name but a few. Now, these vessels are approaching the end of their service lives and the cost of fully maintaining and servicing this capability is increasing. The new Joint Support Ships (JSS) projects ultimate goal is the delivery of three multi-role vessels with substantially more capability than the AORs. In addition to being able to provide at-sea support to deployed naval task groups, they will also be capable of sealift operations as well as support to forces deployed ashore. Canada First at home and abroad how well meet needs moving forward The Joint Support Ship will provide Canada with modern vessels that are a critical component of Canadas defence capability, both at home and abroad. These vessels will enable the Canadian Forces to fulfill its domestic maritime security priorities as well as support Canadas foreign policy objectives. The Joint Support Ships will maintain the core capabilities inherent in the Navys current replenishment ships including: The provision at sea of fuel, food, spare parts, and ammunition; Modern medical and dental care facilities, including an operating room for urgently needed operations; Repair facilities and technical expertise to keep aircraft and other equipment functioning; and Basic self-defence. They will also be capable of supporting Canadian Forces operations ashore through additional features, including: Roll-on Roll-off (RO-RO) of cargo; Lift-on Lift-off (LO-LO) of cargo; The operation of three to four maritime helicopters (each ship); Work and living space for additional personnel, over and above the standard crew of up to 165 people; and, Capability to navigate in first-year arctic ice. Improved Arctic capabilities. The Joint Support Ship project will provide Canada with modern vessels that are a critical component of Canadas defence capability, both at home and abroad. These vessels will enable the Canadian Forces to fulfill its domestic maritime security priorities as well as support Canadas foreign policy objectives. Replenishment ships such as the Joint Support Ship enable a Naval Task Group to remain at sea for up to six times longer than would be possible without these ships. This capability is critical to safeguard our domestic maritime security and sovereignty. With their added capacity to support troops ashore, they will also serve to reinforce Canadas global presence while supporting our nations foreign policy objectives. Here are some highlights of what the Joint Support Ship will offer: A covered multi-purpose deck space for vehicles and containers with space for additional containers on the upper decks. This will serve to reduce the reliance on chartered sealift. The notional dimensions of the ship will be in the order of 200 metres in length, 26 metres in breadth and a displacement of 28,000 metric tonnes. In addition to the interoperatibility with the Army and Air Force, being able to function as a Joint Task Force Headquarters is also important, as it may be impossible to establish a JTF HQ ashore in areas of conflict. Inherent in the ship design will also be an ability to be rapidly reconfigured. The hangar, normally used for doing maintenance on aircraft, could be rapidly transformed to care for survivors of a disaster at sea or at shore.  The ship will also be configured with both active and passive self-defence systems and an ability to navigate in first-year arctic ice up to 0.7 metres thick. A fair, open and transparent process The JSS competitive procurement process consists of three distinct phases: Pre-qualification 2004-2006 Project definition 2006-2008 Implementation 2008-2016 (First ship delivered 2012) The four consortia pre-qualified to bidding on the project definition phase are led by: Irving Shipbuilding BAE Systems (Project) Limited (BAE Systems Naval Ships) ThyssenKrupp Marine Systems AG SNC-Lavalin Profac Inc. The initial stage (pre-qualification) of this project received government approval in 2004. During the initial stage, four shipbuilding consortia were pre-qualified for the next stage of procurement. The government has now approved the project definition phase, and the pre-qualifiedThe bidding consortiaers are being invited to submit implementation proposals for preliminary ship design, project implementation plans, and an in-service support plan. Two consortia will be awarded contracts ($12.5 million each) for the project definition phase, and will compete for the final Implementation contract. Based on the definition phase plans, one consortium will be chosen for project implementation. The overall project cost is $2.9 billion. This includes a base cost of $2.1 billion, plus an estimated $800 million in contracted in-service support over 20 years.The in-service support cost, which will be witnessed within Canada following the contract awarding, is estimated at $800 million for 20 years. A good deal for Canadian industry In accordance with Canadian shipbuilding policy the Joint Support Ships will be built in Canada. This infusion of opportunity into Canadas shipbuilding industry means the creation of high quality jobs and fostering of industrial development, which will in turn contribute to stronger Canadian economy. Canada's new government will ensure that the Joint Support Ship project delivers maximum high-quality industrial benefits to Canadians and that the Canadian shipbuilding industry is well positioned to play a significant role this project proceeds. This project will create long-term industrial development for Canadians. The Government's policy requires that prime contractors on defence procurements undertake business activities in Canada, usually in an amount equal to the value of the contract they have won. This helps Canadian companies maintain globally competitive operations in the country and effectively support future national security requirements.
